automatic conversion from ode sbml model to qualitative sbml model

I hope you will be able to provide me some clues on this question :

I am wondering whether or not there is an automatic way to convert an SBML model using ODE formalism (say Novak 2001, which in sbml L2V4) into a qualitative model (in L3 using qual package).

I have take a look to the method that is mentioned in the article presenting the qual package. As far as I understood, they used CellNOpt to build a boolean model, but instead of using experimental data, they generated some data by simulating an ODE model. Unfortunately, I was not able to find the complete description of the pipeline, and since the article is from 2013, perhaps an automatic conversion is now available.

Is it in the scope of tools like libSBML or SBFC ? If not, have you heard about someone trying to do it ?
