[Sbcl-devel] freeze for sbcl-2.3.10

Hi all,

I plan to release 2.3.10 next Sunday or Monday; in the meantime, please
could we slow the pace of commits to HEAD, with the usual exceptions for
regression and critical fixes, and with an increased emphasis on testing
and validating what we currently have? I'd also appreciate some
assistance with filling in NEWS for this cycle, as my free time between
now and release is more than usually constrained.
