Tori had not slept well. He never did when planetside. The guest quarters in the embassy were luxurious by any standards, but they lacked the white noise of a half dozen life support systems keeping him alive. That susurrus of sound had whispered Tori to sleep like a lullaby since his earliest childhood memories. Not having it put him on edge, and he was already on edge with performance anxiety for his inaugural mission.
So when the door to the conference room whooshed open, Tori's eyes locked immediately on the array of caffeinated beverages and bypassed all the other breakfast offerings to pour himself a generous cup of black coffee. Not his preferred preparation, he hoped the extra bitterness would help keep him alert through the briefing.
He listened carefully as the commander laid out the background of the mission. He remembered the Commodore flagging the Orion Syndicate as a threat when they spoke on his first day. The more Foster went into the situation with the faulty power cells and the new crime family running local operations, the clearer it became that the danger had not been overstated -- possibly the opposite.
Foster: Our primary goal in this mission is to determine the source of the power cores and determine a good way to shut it down. Best case scenario is we prevent any new power cores from being distributed, whether that’s with our direct actions or if we get the information for Starfleet to return with a starship and do a surgical strike – either way, that’s us achieving our goal. Our secondary goals are: ::he held up fingers to delineate them:: One – determine if these power cores are a just a quick profit grab or if there is a more nefarious plan. Two – determine the Temurians role in this and if possible, convince them to stop selling the cores. Three – Investigate the Orion Syndicate engagement and if possible apprehend Onzion Reence.
The "if possible" hung in the air for a moment. What would that mean if it wasn't possible?
Ysatch: ::raising hand:: What exactly are the rules of engagement for this mission, sir?
Any: ?
Foster: Good question. While we are given permission to use lethal force if necessary to protect our crew and any allies, Starfleet is clearly asking us to arrest Onzion Reence, not kill him. We should avoid escalation and focus on information, if possible.
Ysatch: ::soberly nods and lowers hand::
Any: ?
Foster: Yes, because we are going into independent territory on an intelligence gathering mission, we will be undercover. We will be using the MTF Maximum Thrusters as our primary ship, and we’ll be bringing along the IKS Shuttle Angry Pigeon to provide a smaller ship that can navigate the Drakos cluster. You don’t need to create a false persona for this mission, we’re just being inconspicuous so we can get in close and get people talking.
Mclaren: For our purposes, inconspicuous also means no uniforms. We have basic credentials that identify us as merchants connected to Lurtz Enterprises. So long as no one looks too closely... we shouldn't have any issues.

Foster: Lieutenant sh’Sonora and Ensign Ysatch – you’re with me on the bridge of the MTF. First order of business is to get it ready to launch and on our way to Drakos Prime. Once we get there our first goal is to start scanning to locate any indication of Syndicate activity.
Bridge duty with the CO on his very first mission. So many chances to shine, so many to fail.
Ysatch: Understood sir, we won't leave any stone unturned.

Foster: I’ll meet you both on the bridge of the MTF after this briefing.

Foster: Commander McLaren, you’ll be working with Ensign Munshi and Lieutenant S’zurak. Your main goal is to locate Onzion Reence, determine his role in this affair and attempt to apprehend him.
McLaren: We'll find him, Wyn.
S’zurak/Munshi: ?
Foster: You’ll be correlating with the bridge team to start, and it’s up to you if you decide you need to move forward, infiltrate, or need more resources when the time comes.
McLaren: Understood.
S’zurak/Munshi: ?
Foster: Commander Ross – you’ll be working with Lieutenant Voss and Ensign A’Mayri. You need to set up a mobile science lab in the MTF and start investigating these power cores. We should be able to purchase some fresh samples from the Temurians.
Ross/Voss/A’Mayri: ?
Foster: Your teams starting goals are twofold – determine how to safely shut these power cores down, and see if you can determine any more information about them – are they simply a profit generating item, or do they serve a deeper purpose.
Ross/Voss/A’Mayri: ?
Foster: Lieutenant Sylvax, you will be working with Lieutenant Willow to contact the Temurians. You will be co-ordinating with Commander Ross’s science team. We want to see if we can form a good relationship with the Temurians, and see if we can get them to agree to stop distributing the power cores.
Sylvax/Willow: ?
Foster: Start by reviewing the data we have on the Temurians, and working with the science team to make contact, purchase some power cores, and opening up negotiations.

Foster: Alright, does anyone have any last questions?
Tori had a few, but all seemed better suited for asking the smaller team he'd be working with. He also wanted to check in with A'Mayri and Mishune at some point before launch. They had taken the Max Thrust out not too long ago and he wanted to see if they had any insights or advice as to her systems.
But that could wait. For now, he stayed silent.
