[MSNPC] Chief Minister Zishi - What Do We Have Here

Chief Minister Zishi tapped one impressive finger on his desk. He’d had reports that the rogue separatists had finally, after many generations, been brought home. He’d also had a report that there was someone onboard who wanted to speak to him.
Swallowing once, his lipless mouth set in a grim scowl, he waited for them to be brought to him. The large, ornate doors to his office opened, and Tobrak, his Chief of Security, pushed in three people. One was a Voth, who was at least showing him deference. The other two, their races were unfamiliar to him, but one might have been human, and the other looked like a giant, delicious, insect.
Tobrak: Minister. I present Xarrin and Starfleet.
Xarrin bowed low, and Zishi waved a large three-fingered hand dismissively.
Xarrin: Minister. I am Xarrin. I have delivered the Igirni as agreed.
Zishi: You’ve done well. ::his stern gaze moved to their visitors:: Who, indeed, are they?
Stapledon: Response
The large insect simply stood at parade rest, gaze straight ahead. Zishi fought the instinct to dart his tongue out towards them.
Kettick: Lieutenant-Commander Kettick, Starfleet. Green-Two-Three-Nine-One-Zero-Seven-Lima-Red-Zero. We have responded to the Igirni's distress signal. ::He pointedly turned his compound eyes towards Xarrin:: In good faith.
Stapledon/Xarrin: Response
Zishi let out a low sigh, slowly shaking his head.
Zishi: I am sorry, you were not supposed to be involved. ::he looked at Xarrin sternly:: My agents were not supposed to let any distress signals occur. ::he looked at the other two:: Are you free to speak on the behalf of your crew?
The insect shook their head sharply, a stark contrast to the way Zishi had done it moments before.
Kettick: I am not a duly appointed representative of Starfleet. My Captain, his First Officer and our diplomatic envoy are still on the Igirni.
Zishi closed his eyes and pinched the bridge of his nose. The presence of the Starfleet officers was a complication. They were only supposed to bring the Igirni home, reunite their family, not strand people halfway across the galaxy.
Zishi: But you are the ones I have here. ::sighing:: My sympathies. I know what it’s like to be separated from your family - it’s why we brought the Igirni home… But it was a one way trip - I can’t send you back.
Stapledon / Xarrin / Kettick: Response
Zishi: We only had the power to open a single wormhole; it was a once in a generation opportunity. Which I suspect is why… Xarrin, was it? Why Xarrin brought you along - it was too risky not to.
