Nara - Many Things in Short Supply

Nilsen: Let’s sit down. I want to talk about the supplies, but perhaps somewhere quieter?

Lee: That would probably be best sir.

Colt: Aye, Commander.

Nara: Please.

The Delegate was more than amenable to that suggestion considering a crowd had already begun to form around the group of off-worlders. Even Pelk, despite the grandstanding, seemed to catch the vibe of the crowd and agreed.

Orval: Yes, yes.

The Starfleet officers huddled together as Pelk departed back into the crowd, talking loudly to anybody who would listen. Nara watched him go with a look of concern. It was difficult to tell what that concern was about.

Nilsen: I want you two to go around, chat, put the Danni's mind at ease, answer their concerns honestly, and tell them what we're doing. They're annoyed and rightly so. Meet me at the meeting in an hour.

Lee: Aye sir.

Nilsen: Delegate Nara. I want to know more about the supply line. So after they hit the regional centre, a local coordinator confirms arrival, inventories the supplies, and then they are transported to the storage facilities. Is that just one person?

Nara: The regional coordinator is a single individual, yes. They sign off on arrival from the spaceport, conduct the inventory, and authorize transport to local storage.

Then Pelk cut in, folding his arms.

Orval: There are assistants who help with the physical counting and loading, but I track their work. My crew is clean.

Nilsen: And those faults in the water purification units? Can either of you expand on that?

Nara looked to Pelk who passed the look right back to her, looking slightly smug. She sighed.

Nara: Missing components, primarily. Filtration membranes, power couplings... Parts that could be sold separately or installed in older units to extend their life.

Orval: The stuff that sells well on the black market.

As the final response was given, almost on cue, the door opened and the two officers stepped in.

Nilsen: Welcome back, gentleman? It’s a great little town, isn’t it?

Lee: Yes indeed sir.

Nara inclined her head politely as the other Starfleet officers joined them. She was pleased to see they had indulged in the local crafts and shops.

Orval: Ah, gentlemen! Come, come.

He gestured the group over to the chairs even though it was technically Nara's prerogative to do so.

Lee: Apologies for the interruption. Where were we?

Colt: ::to Nilsen:: The town offers much in the way of hospitality.

Mark then turned his attention to Lee as the other man brought some direction to the meeting.

Nara: Even with our recent struggles, community and hospitality are core tenets of our culture.

Surprisingly, Pelk just nodded at that. Despite their differences, he was still proudly Danni.

Nilsen: Response

Lee: I see. Who looked at the water purification units? Who inspected them and who received them initially?

Colt: And were the units scheduled for distribution commercially or publicly?

Pelk dabbed at his wet forehead with a handkerchief.

Orval: Ah, yes, the water units. Unfortunate business, that. I processed them at the Kaej hub personally. Everything looked fine on the manifest: sealed containers and proper Federation markings. Nothing out of the ordinary.

Nara permitted her posture to relax a degree as she leaned back in the chair.

Nara: As you can see, it is a mystery.

Nilsen: Response

Lee: Hm…interesting.

The security officer nodded.

Orval: And to answer your question, err... (squinting at the rank pips of Colt)... Lieutenant? Mixed distribution. Some communities in my region prefer to share agricultural obligations rather than individual family ownership.

Nara: Those purification units are important. The smaller villages are struggling with water contamination from the Zet mining operations.

Nilsen: Response

Colt: ::huffs:: I believe we have bigger issues then some purification units. We have to deal in the larger picture.

The Delegate chose her next words carefully, not intending to escalate but not liking to feel that their concerns were being minimalized.

Nara: The larger picture is there is either a rampant corruption scheme that we have not been able to detect or the Federation are picking favorites on communities to receive aid. Either way, people are hurting.

Pelk raised his hands in a weak gesture of offense.

Orval: Now, now, Nara. Let us not jump to conclusions about corruption or cast blame on our distinguished guests. Surely there is a reasonable explanation.

Lee/Nilsen: Response

Mark's eyebrows went slightly for his hairline at the statement.

The Delegate looked thoughtful before responding.

Nara: That is a reasonable precaution. I would ask only that the arrangement be framed as collaborative rather than punitive. These communities have been through enough without feeling like suspects in their own relief effort.

Pelk crossed his arms, looking agitated.

Orval: I take no offense to the Federation offering its aid. None whatsoever. But I want it noted that my crew has been above reproach throughout this entire affair!

Lee/Nilsen: Response

Colt: ::clears throat:: Delegate Pelk, all we ask is you allow us to do our job.

The edge to the voice did not go unnoticed to Pelk who huffed, gesturing towards Colt with his thumb while speaking to Lhandon.

Orval: Huh. Where did you find this guy? Sounds like a Zet.

Nara shut her eyes and exhaled through gritted teeth.

Nara: Pelk...

Lee/Nilsen: Response

Pelk through up his arms in defeat, slouching back into his chair.

Orval: Fine! Fine! But it is a waste of time. I swear on the life of my beloved mother-in-law, may her soul rest in perpetual turmoil, that my people are not the problem here.

She ignored Pelk and addressed the Federation personnel.

Nara: How would this coordination look? Would Starfleet officers track the shipments from a distance or travel with them?

Lee/Nilsen/Colt: Response

Nara: Will that not be too obvious?

Pelk just sat with his arms folded looking inconvenienced.

Lee/Nilsen/Colt: Response

Nara just nodded her head, taking another breath before addressing the Starfleet officers. The noise from the crowd outside was beginning to spill in through the walls as the festivities began to kick off in earnest.

Nara: Gentlemen, I believe we have a plan of action. A first step at the very least. We can work out the fine details later. Do you have any additional questions for myself or Coordinator Orval?

Lee/Nilsen/Colt: Response
