If Shyvo had an hour and was back at his desk, he could write a short essay about this idea that would communicate exactly what he meant — that someone can be the authority to speak for someone else. He would also compare it to situations in Starfleet where a member of the command duo, or the command trio, is unable to be contacted, so the next in line or any relevant authority figure can speak on behalf of the captain if the situation called for it.
Shyvo: I'm C-Commander Nilsen's y-yeoman, and I c-can talk f-for him if needed. H-he gave me a-authority to m-m-manage his a-a-a-stuff. I c-can g-give you, one of y-you his authority j-just in that r-room only. T-t-that way, technically, y-you would have the a-a-a-authority that t-they are looking for, and you c-can ask for anyt-t-thing you like. L-like ::pointing to the orb:: that…or e-even if they h-h-ave a trap for us.
Instead, it took him an hour to get the words out of his mouth, and even then, Shyvo’s shoulder drooped and his heart sank. It was then, as he finally got it all out, that he jumped a little as the hallways flashed with an amber light to signal a ship-wide yellow alert.
Varik: Well that is not good... ::glancing around:: The decision is yours, Lieutenant. I can only assume the captain will be busy with whatever... ::gesturing vaguely to the flashing lights:: ...that is about.
Percy found himself also with his own problem, but this one wasn't one of nerves but rather one of responsibility. He was sure that Shyvo would (even if he was qualified to wear the purple, and Percy didn't doubt Lhandon's judgment) fall apart out of some kind of social awkwardness.
Jer-Legrand: We can’t leave those unoccupied.
Shyvo: And p-protocol says that c-can’t be un-un-left alone
Varik: Very well, Lieutenant.
Percy also received the same ping that Varik got from the bridge, asking for an update. Something that Varik seemed to have a handle on.
Varik: It seems that this Toal'Dius is coming for the Butler one way or another. Do you think our Dosi guests are friends or foes in that matter?
Or something else. Whatever they were, he hoped to discover it quickly. If there was another ship on approach, he would want to be at the helm should the confrontation escalate.
Shyvo found himself wrestling with a multitude of questions and concerns that swirled through his mind. He wanted to ask if the other vessels would actually come as threatened, what would happen if they were boarded by hostile forces, or if something else entirely unexpected might occur in this already tense situation. But he didn't; the Orion just kept his head down.
Jer-Legrand: If you feel like you need to go back to the bridge, just say. Until then, shall we see what they have to say?
Varik: It is possible, but there is only one way to find out. Shall we?
The trio then stepped back into the conference room.

There were announcements in other places, but a setting in the diplomatic conference room meant that not all alerts found their way into the speakers; some alerts would land on either the consoles or their PADDs, and this was one such time. The LCARS system in this room is configured to suppress yellow alerts to maintain diplomatic focus, as per Starfleet protocol. However, critical alerts or those directly affecting security would still break through, ensuring situational awareness is maintained.
Computer: =/\= Anomalous presence detected in Sickbay.  =/\=
Computer: =/\= Anomalous presence detected in Senior Officers’ Mess Hall.  =/\=
Computer: =/\= Anomalous presence detected in Armory.  =/\=
Percy thought that gave an interesting background to their discussion. He had to wonder what it meant—was it a trick? Or was something trippy about to happen, and he would have to once again curse Nilsen for bringing him aboard this ship, which seemed to have become a magnet for trouble.
Jer-Legrand: So I want to begin by saying that we have the authority to speak on behalf of the Diplomatic Corps, and in particular, our senior diplomatic officer, Lieutenant Commander Nilsen, who has access to all the resources of the FDC.
A lie. He didn't, but they didn't know that.
Shedira: And how exactly did you get this ::hissing:: authority?
Shyvo felt a lump in his throat as this wasn't what he meant. He didn't mean that they could just say it; they actually had to get permission.
Shyvo: Erm…yes. Erm…Federation Diplomatic policy a-a-allows for this.
Shedira: Why do I feel like this is a trick?
Shyvo passed a PADD to Varik with the exact policy, Article 6, Subsection 2, Paragraph 3.
Varik: Response
Jer-Legrand: So now you see that we are not tricking you, why don't we start as we mean to go on, by being honest with each other? Why is there another ship on its way? Do they want you, or someone else?
Percy looked over to see the PADD being passed between the people. He put up more of a stern front than before.
Varik/Shedria/Drezan: Response
Jer-Legrand: You were looking for the Zet. Why?
Shyvo spent that day wishing that he wasn't perceived, and Jer-Legrand wasn't done.
Varik/Shedria/Drezan: Response
Percy then gestured towards the orb that Varik had previously used as both a prop and a stress ball.
Jer-Legrand: We also recovered this orb, and we think it's something you want. Would I be correct in that assessment? What is it?
Varik/Shedria/Drezan: Response
There was more internal panic for Shyvo as he understood that officers had to take Diplomacy 101, but he thought that Jer-Legrand had clearly skipped those lectures to go off and do whatever it is operations officers do when they skip class.
Jer-Legrand: So if we give you this, what do we get in return? Agreement? A truce of sorts between our parties so we can actually work together? Something in our mutual interests?
