Bim Pend seemed ever belligerent and increasingly more hostile with each act the away team took. Zoyara, a naturally suspicious person, felt that meant one of two things. 

Either he was against the help of Starfleet, given the colonies separation from the Federation or he was concerned that they may make a discovery that he'd rather keep hidden. 

Given his flippant disregard for them she thought it best to repeat. 

Vailani: I can't stress this enough. We need the colonists to remain calm, there is no reason for anyone to panic. If people panic this will not go smoothly and people can get hurt. 

Bim Pend: I heard you the first time. Do I seem deaf to you?

Zoyara fixed the Tellarite with a glare that would have made an Andorian chill. Before she had a chance to remind the Administrator that he called them for help Gila interjected, as was her way. 

Sadar: ::clears her throat:: C-Considering the layout of the settlement, the coastal fields would p-probably be the easiest location to gather everyone and, uhh, o-organize evacuation groups?

Gnai: And possibly camp out if… ::flickering with worry:: there isn’t enough room for everyone in other settlements.

Vailani: I agree. Once we have the list of the colonists we'll focus on the more vulnerable first, we can have the infirm evacuated to hospitals and clinics outside of the zone :: to Gila :: We'll need temporary medical facilities set up in the evac zones if you don't have room in hospitals or clinics. 

Zoyara had already begun to make a mental list of all the facilities they would need. She liked to plan for any eventuality and she really couldn't be sure of Bim Pens to approach this in a measured and calm way. 

Which meant there was a higher risk of casualties if panic took hold. 

Sadar: We’ll get the evacuation zones set up... P-Please get the evacuation itself started

Bim Pend: ::grumbles:: Comes in here and act like they own the place. ::louder:: I’ll get my people gathered.

The Tellarite sauntered off and she was sure he was still grumbling away as he went over a verge out of sight. 

Gnai: That… could have been smoother, this thinks. He was far less cooperative than expected.

Vailani: I don't trust him. 

She stated it like it was a mere fact. A strong breeze had begun to come in from the ocean. As she fixed her hair from flying into her face she couldn't help but think of the evacuation zone. 

Sadar: The relations between the Federation and the DMZ colonies hasn’t been the best since the war... A-Afraid we’re going to have to be the first step for Laoi III to start trusting it again. ::to Vai-net:: All right, Chief of Operations. How can we help?

Trust Gila to promote trusting someone who showed them no reason to offer it. This was why she was neither a diplomat or a doctor. 

Vailani: I'm concerned about this wind. I'd prefer to assess risk before we agree on the exact location of the evacuation site. 

Gnai: ::bobbing in its tank:: That’s reasonable, sir.

Vailani: Next up we establish the settlements that have available space. As I said we prioritise hospitals and clinics. Shouldn't take me long to figure out how many beds they'll have left over. The evacuation shelters will be for overflow. If we need them. 

Sadar: Response

Gnai: Anything else right away, sir?

Vailani: Yes, can you tell me how worried I need to be about this coastal breeze? If we can have a meteorological scan of the planet? 

Sadar: Response

Gnai: Not to interrupt but, sirs… you said that there weren’t good relations between the Federation and these colonies. What is the plan if the colonists are somehow… less inclined to accept assistance than their administrator? Some of them might not want to move, even briefly?

Zoyara hadn't thought of that. Why wouldn't they accept help from Starfleet? The entire notion that somehow these people would be resistant to it was so ludicrous. Then she remembered Grus Beta 3 and how they had resisted assistance even as smoke filled their streets. 

Vailani: We offer our help, we provide them with the information and a thorough assessment of the risks. If they choose to stay after that then there is very little we can do about it.  We'll still help them in whatever way they want. Given Bim Pend still agreed to evacuate, that gives me some hope they'll see sense. Having a Dominion Attack Ship on your doorstep may be a good motivator. 

Sadar/Gnai: Response

Vailani: Any thoughts or questions? 

Sadar/Gnai: Response

Zoyara listened to her two colleagues. One of which was her closest friend and the other she had only just begun to fathom. At the very least they seemed capable and focused. Two traits that ranked high on Zoyara's good people list. 

Vailani: We should set up an Emergency Operations area in the evac zone, once we've got a precise location :: to Gnai :: How quickly can we make an assessment on location? 

It wasn't her intention to rush her colleague but she didn't want to lose the momentum given that there was a risk that the colonists wouldn't want to evacuate. If things did go wrong with the ship they had no means to force an evacuation, or help in any substantial way if the situation became more precarious. She kept those thoughts to herself. 

Sadar/Gnai: Response

Just then there was a schism of interference coming from Gila’s comm.
