((Chancellor’s Office, Hovan III))

Sroan had so far been unimpressed with the Federation. Records of interactions were available through the library and the times that he had spoken to their representatives had given the impression of an organization that simply didn’t understand what was at stake. He wouldn’t say the Federation people were vapid fools, though he couldn’t say for certain they were intellectual equals.

He released a bored sigh, a slight hum underlying the sound.

Whether he liked it or not, he would have to deal with them until he could more fully ascertain their motives. Though the Uwezo had achieved a good thing, they were still far too young to join the interstellar community without creating a ruckus.

No. They needed more seasoning and the Hovan People’s Assembly needed more time to determine possible disruptions and discuss ways to mitigate it.

Just as he was about to pick up another boring document that needed his approval, a message came in from his secretary–the Federation was reaching out. Sighing again, he reluctantly instructed Yul to put the call through. He straightened his posture and tapped the button to confirm the incoming call.

Moments later, unfamiliar faces appeared on the screen.

He didn’t like unfamiliar. Routine was best.

Still, he felt he had little choice in the matter.

Ril: =/\= I assume you are the Federation representatives. I am Chancellor Ril. =/\=

Kizat: =/\= Response =/\=

Sroan nodded. One name he recognized at least.

Keehani: =/\= And I am Consul Keehani Ukinix. It’s lovely to meet you. =/\=

Aitas: =/\= Second Secretary Aitas. A pleasure.=/\=

He offered a polite nod to each, his hands clasped together atop his desk. Careful to keep his gaze neutral, he analyzed the new faces. While their manner was polite enough, he wasn’t one to be fooled by polite. Anyone could be polite as a means to an end. Their actions would reflect their true nature.

Ril: =/\= Consul. Second Secretary. Your presence is… noted.=/\=

It was the most polite word he could find. While he desired to acknowledge their presence, he couldn’t say for certain yet if ‘pleasure’ was the right word to describe their conversation. Anything other than truth would be a waste of valuable time.

Kizat: =/\= Response =/\=

He seemed reasonable and Sroan at least had more information about him than the others.

Ril: =/\= I admit that I am cautiously optimistic. But actions will be the true measure of intent. =/\=

Consul Ukinix continued introductions and Sroan again returned to a state of polite interest.

Keehani: =/\= These our are Starfleet officers. May I introduce Lieutenant Commander Iko, Lieutenant Nevark, and Chief Petty Officer Barberra. =/\=

Iko: =/\= Hi. =/\=

Nevark: =/\= Pleasure to meet you. =/\=

Barberra: Hello.

Ril: =/\= These are your diplomats?=/\=

It was blunt, but he had no time for lack of clarity. Names meant very little. Their roles were more important, as that spoke of their seriousness. He knew little of their rank system, but couldn’t help feeling they’d sent inexperienced individuals rather than their best.

Keehani: =/\= No, they represent the exploration and defence arm of the Federation-- =/\=

Ril: ::tenses:: =/\= We are here to speak with diplomats, not explorers and warriors. What would explorers and warriors know of intellectual discussion? =/\=

Kizat: =/\= Response =/\=

Not for the first time since the conversation had started, Sroan resisted the urge to end the call right then and there. This was nonsense.

Ril: =/\= Are these the best representatives for your Federation? If so, why should we entertain any discussion? How are you fit to make first contact with and play a role in guiding the Uwezo? That’s your purpose here, is it not?

Keehani: Response

(OOC: Can backsim here!)

As the call ended, Sroan shook his head. He didn’t like this. No, he didn’t like this one bit. He tapped out a note to his secretary and began his report to the Assembly. Though he wasn’t in the habit of making these judgments without the input of the others, he wasn’t overly fond of talking with these people. Still, by the Assembly’s laws, he felt compelled to give them a final opportunity to persuade him.
