Aitas: As I said, one of my own mentors was from not far from here. We know you’ve had encounters and negotiations with other species before. And then chose to have more discretion about doing so.
Time to push forward for some more information.
Kizat: Can you tell us about the nature of the Assembly? How does it govern.
Ril: Our Assembly governs by reflecting the will of our citizens and maintaining balance. It provides direction to all arms of our society, including the military. The way it reaches its conclusions is less important than the stability it preserves. Tell me, how does your Federation Council balance so many voices and still act decisively?
Keehani: Our President is elected, as is our council. It is our legislative body, and our people - our member worlds - elect its members.
Vaje relaxed back away from the table.
Kizat: And what about your appointment or election to your position?
Ril: ::tilts head to one side and eyes Kizat curiously:: You have many questions, Envoy, but few answers of your own. I wonder how much you know about this Federation if all you do is parrot their questions.
Kizat: oO Why you insolent little piece of.. Oo
Keehani: Chancellor with respect, we are merely showing interest in your civilisation, and your relationship with the Uwezo. We are explorers, and wish to learn - and share.
Aitas: Response?
Kizat: I know that diplomacy is often a thankless job in a way but very rewarding.
The Chancellor turned from Vaje and focused on his primary focus in Aitas.
Ril: ::to Aitas:: And you, Second Secretary? Do you find it, what was the Envoy’s word, thankless?
Aitas: Not usually, but then our responsibilities are rather different.
Ril: Of the three Federation representatives present, you seem to have little expectation beyond understanding. Tell me. What is your objective for this discussion? What is it you hope to achieve?
Aitas: The Federation is rather new to this section of the galaxy. It has often been made clear to us how little we know of it, even with those ties we’ve already made here. And while much of the Federation does find such advancement as the Uwezo are on the cusp of achieving worthy of celebration, we would not wish to trample over you in reaching out to them. We hope to be good neighbors to both of you. Quiet ones, if we must.
Keehani nodded and Vaje continued to watch and attempt to suss out this version of an Elected Official.
Ril: ::nods in acknowledgement:: I thank you for your candor. ::to Keehani:: I will be frank, Envoy Ukinix. Very little of what has been said aligns with the goals and vision of the Hovan people. We do not waste our time with frivolous interactions unless we have something to gain. Why should I continue this discussion and what do you have to offer that the Hovan cannot find elsewhere?
Keehani dropped into thought and before she could reply Aitas moved the conversation herself.
Aitas: Perhaps my information is incomplete, but I was also told your people often had an interest in artistry, particularly sculpture.
That frown was the missing piece of concrete information that Vaje needed on how to proceed.
Ril: ::pauses:: Some, yes. But not all. It’s certainly not the majority.
Kizat: Which makes sense.
Aitas: The Federation has a…reputation, among those closer to our home. We’re viewed as a collection of stubborn, bizarre idealists who hope that all matters can be resolved with negotiation and good intentions. It has resulted in our possessing an abundance of artists.
Vaje grinned as the Chancellor started to narrow his eyes. He himself being an artist was a card to hold for later.
Keehani: Good ones, too.
Aitas: And while I will admit that trade is not my particular expertise, ::she motioned to Keehani and Kizat, who no doubt had more prepared on that account:: our artistic endeavors are shared far more easily than sensitive technology.
Keehani: In fact, we have a museum on Amity that we would love to share with your world’s artists.
The disinterested sigh was a petulant little addition. He had so many better things to do than connect his people to the greater universe and galvanize better connections.
Kizat: Which also improves trade and defense.
Keehani: Chancellor, the Federation seeks expansion in the Delta Quadrant. Not in the form of colonialism or hegemony, but of relations. Relations can lead to treaties. And treaties can lead to benefits for both-- all parties involved.
