"The Federation is based on mutual cooperation. The idea that the whole is greater than the sum of its parts."
     -Kathryn Janeway

((Deep within the Delta Quadrant))

Tena was too young to remember when the strange ship from a planet far across the galaxy had visited her own, but growing up, she later learned in school about the intrepid crew of the USS Voyager who followed their fearless and brilliant commanding officer.

Little did she know back then how her obsession with those stories would prove so valuable for her work. Janeway's people were back. The United Federation of Planets was going to open an outpost right in her backyard. Well, not actually near her solar system but still in the Barossa Sector. The technology the Federation was using to return to the Delta Quadrant--the quantum slipstream drive--relied on the use of a rare resource called benamite. Benamite crystals were most often mined from natural deposits because it took years to synthesize usable amounts. But scientists from the Federation had discovered a rare naturally regenerating benamite crystal field within the purple wisps of the Katras Nebula.

Earlier this year, massive transport ships began hauling pieces of a disassembled space station to the edges of the nebula and the benamite crystal field. A team of hundreds of Starfleet engineers worked to reassemble the station, and within the last few months, the outpost had come online.

Tena was part of the contingent of invited native Delta Quadrant species to come live and work on the station, called Amity Outpost, the word meaning "friendship" as she later learned. There was the entire range of reaction from her own people (and she had no doubt from other worlds as well) as to what this outpost was to be. The Federation said it was a diplomatic outreach center, an embassy amongst the stars. The more cynical among the natives saw quickly its other purpose as a much needed supply and fueling depot to provide support for Alpha and Beta Quadrant species venturing deeper and deeper into this last frontier.

But while it was a frontier for them, it was home for Tena and many others. Janeway and her crew had earned the goodwill of those they came across twenty years ago. Now, it would be up to the Federation and its allies to cement it with not just pretty words and speeches but through their actions. If the Federation wanted to make friends out here, they would find them. But they'd also find others who doubted their sincerity or even those who were openly hostile. The Malon, the Hirogen, the Borg to name just a few.

Soon, the crew of Amity Outpost from the Alpha and Beta Quadrants would arrive. And soon, the entire Delta Quadrant would be watching.
