Yes, C’lem had been assigned fill in transporter operator for Transporter Centre 3, but that didn’t mean he couldn’t do it remotely.
Which was exactly what he decided to do. There were always administrative forms to fill out and review on Amity, and besides Transporter Centre 3 was quiet-- with no freighter ships expected to arrive on this particular day, and none docked to leave, it was easy for him to multitask if necessary.
So while reviewing a submitted Alpha-Gamma-Three-Delta-Five form, otherwise known as a very large data request from the Alpha Quadrant for a Chief Petty Officer Barberra (likely an elaborate holodeck program of some sort), an unexpected comms message was routed to his transporter station... remotely, to his booth.

It was best to be safe than sorry when operating transporter controls remotely, and that went for the comms system too. One could never be too sure that your message would get through, especially after storm damage (which had long since been repaired...).
