Dear Dr. Quijano,
As I promised in our last meeting, I am going to update you from time to time about our ongoing efforts to promote MLE.
Last November, a group of us in UP led by Dr. Ricky Nolasco met together to plan for the mobilization and implementation of MLE. The main agenda was MLE for Pangasinan but it expanded to targeting the whole country. What came up from that meeting was the formation of an MLE consortium and Talaytayan (what we call our MLE caravan). The caravan includes conducting an MLE forum in various places in the country, to be followed by meeting and planning with the local core group to plan for the teachers training in the area and for other mobilization efforts. We also came up with our own MLE Primer, online communities (mothertonguelearning@yahoogroup, mle-focalgroup@yahoogroup) and websites (mothertongue-based.blogite.com, mlephilippines.org). We have distributed the MLE Primer to all congressmen and major organizations.
Tomorrow we will have our 3rd MLE lecture-forum for the year. We had our first at Valenzuela City last January 14, then at UP January 15. Tomorrow will be at PNU. On March 6, we will have the forum at MSU-IIT at Iligan, and on March 7 at Capitol University at Cagayan de Oro. There are various groups in Pangasinan that are inviting us right now one of our colleagues is there now to finalize the date. We plan to start in Baguio then go down to La Union and Pangasinan. Other places that we will go to in the next two months are Sorsogon, Cebu, Nueva Vizcaya, Ilocos, Pampanga, Los Banos.
The other week we met with the education programs manager of Gawad Kalinga and she wanted us to meet with their leaders and plan for the inclusion of MLE strategy in their pre-schools and community learning centers in 400 places.
Yesterday, Manila Bulletin provided a whole page feature of MLE. We are also seeing a stream of articles and commentaries on MLE in various papers and blogs.
Aside from that 22 day MLE training at UP, we are also organizing a 12 day teachers training in 5 localities this summer. We have found at least 3 sponsors for these training events.
The original members of the consortium were Linguistic Society of the Philippines, Foundation for Worldwide People Power, Phil. Business for Education, SIL, TAP, Kadugong Bisaya, and Nakem Conferences. We have also representations from Nap Imperial’s division at NEDA, NISMED, PNU, Pamantasan ng Pasig, PSSC, and DepEd. Our consortium is based at UP (College of Education and Dept. of Linguistics) and is growing each week as more and more groups and individuals are wanting to join us.
Sometimes we say that all of these seems to be orchestrated by the unseen hand of God. At the same time, we find that each time we present the intention of MLE to people, it seems that it touches a sensitive chord. It moves them to action right away. For your information, all of us in the MLE core group at UP are volunteers. In times that we have to travel, we have to ask some individuals in the consortium to foot the bill.
Thank you for being a part in the germination stage of the present MLE campaign through the Lingua Project and other related programs. Nap Imperial asked me to attend that MLE meeting organized by Dr. Pefianco last October. I was so touched and inspired by your presentation especially when you related about how the Lingua Franca project opened the door to parents to be more involved in the their child’s education. In that meeting I also met Dr. Nolasco and he invited me to join the MLE core group at UP. Personally I look back to that meeting as the formal start of my own MLE journey.

Please be informed also that last February 19, former DepEd Usec Isagani Cruz, Commissioner Amelita Abdurahman and i, had a whole day lecture on MLE in the Bicol University, Legazpi City. It was attended by teachers and professors from Camarines Norte, Camarines Sur, Albay, Sorsogon and Catanduanes.The forum/symposium was co sponsored by BU and the Komisyon ng Wikang Filipino.
