Kaggadasapura Lake - Detailed Project Report

Dear all,

We got our Kaggadsapura lake DPR from BDA (thru RTI), which is still in draft stage. This is submitted to LDA for approval.

I have attached the DPR with this mail for expert review and suggestion. It would be great if somebody from the group can provide valuable suggestions/improvements on the attached DPR, so that we will go back to BDA/LDA.

Dear Hemanth Kumar etal,

I have quickly reviewed the DPR forwarded by you.

This undated DPR,prepared by Tandon consultants is very voluminous with lot of background secondary data on lakes in Bangalore.The report misses ''wood for the tree'' and is already appears outdated and is of little practical use.

It does not pointedly address the 3-4 key issues raised in Justice Patil report which should now be taken as the guiding principles in lake rejuvenation work.

Though number of aerial and google images are shown, it does not show the latest authenticated survey map by the revenue dept which is important to decide the boundaries,extent of encroachments etc.Without this how are you going to fence,decide buffer zone, pathways etc?

Detailed plans for the core and non core components of rejuvenation,identifying responsibilty for each[BDA,BWSSB OR OTHER AGENCIES] their phasing would help implementation work.The break up of the 8.25 Crore investment is not available.

The projected commercial revenue of Rs 21 lakhs per year is not feasible in view of latest High Court rulings.

This bulky report would have been more useful if a summary table/report on various physical,finacial estimates along with time phasing and responsibility is provided or added.

Dear Hemanth,

In the DPR you have shared,  see jagged edges along the boundary of the lake, which could potentially be encroachments. Usually our Lake boundaries ore smooth. If you allow this boundary as depicted in the DPR to be fenced, you will be legalizing all encroachments into the lake. One of the best ways to verify the boundary is to get hold of a copy of the village map where detailed khatha numbers are given and the lake area is clearly demarcated.

Also, the very fact the DPR mentions about the creation of a "Wetland", it clearly indicates that it is a "sewage-based" model and they intend to let in sewage into the lake and that this "wetland" is expected to serve as a sewage/sludge settlement area (besides trapping large debris like floating bottles, thermocole, plastics and other wastes) of sorts and from which the "clear supernatant (!)" will flow into the main body of the lake!! Thus, if you are against letting-in any sewage flow into Kaggadasapura Lake, then this DPR needs to be changed.

From what I have seen in the DPR, it is full of civil works and has no respect for the lake's original structure and ecology. I am working on an alternate lake development model and desiltation plan that is biodiversity-friendly. Will send it by the end of this week.

Hello Sanjay/Naveen,

I was informed that there is heavy earth moving activity at the
Kaggadasapura lake and more likely it is being encroached.

Is there any information with you on what is happening and would you
know if anyone who can provide information on it?
