New FAA Airport Compliance Manual and Politics

I have extracted and uploaded a section from the new FAA Airport
Compliance Manual which should be of interest to all parties. I do
hope those in the County who monitor this site remove their blinders
and take a close look.

The new manual codifies the official policies of the FAA regarding
basic "right of access" issues just like we have at Hemet. Needless
to say, nothing in it approves the County's tactics, indeed just the
opposite!

FYI, a couple of new legal strategies for our benefit have been
identified (which I am not going to elaborate on at this moment) which
have been given the "green light". We will continue to rachet up the
downside risk for the County and the politicians.

We have some fear the County is going to hunker down (ie "Stone-
wall"), delay, and try to sweep under the rug until after the June
2010 elections the obvious pickle in which they have manuver
themselves. Perhaps they are distracted by their bigger calamities,
and they may not have the mental bandwidth to handle a simple solvable
issue like ours. Note the County has had several legal problems hit
them lately...including an IRS audit of employee perks...we may see
some politicians attempting to abandon what only they may know to be a
sinking ship.

With approach of the June 2010 primaries politicians will tend to
make themselves more available to the public via town hall meetings,
etc. One wonders if "gliders" could become an election year issue of
whether one candidate has true "competence in aviation issues". The
"glider landmine" could be resolved easily...we are not here to wreak
careers or development plans...just to exercise our constitutional
American right to fly.

approaching...save everyone the heartburn, change course, pull back on

To be an issue, the entire aviation community in Riverside Co.* would have to be involved, not just a handful of glider pilots at Hemet-Ryan.  Otherwise it is a local issue they can ignore.  Possible?  Yes.  Doable???

* 26 airports plus 19 heliports (some are private some are County), not including the City Hall Heliport.
