Yesterday at the request of the County, we submitted a 28 page
proposal to manage the gliderpark at HMT as a non-profit entity.
Failing to do this might have allowed the County to say "there was no
interest from gliders" in returning to HMT. If successful, this step
will cement gliders into HMT for decades to come...

Re: Request for Proposal (“RFP”) for Sailplane Fixed Base Operator
(“FBO”) services at the Hemet-Ryan Airport (“HRA”)

The Orange County Soaring Association (OCSA) is pleased to submit
this response to the Request for Proposal for Sailplane Fixed Base
Operator services for Hemet-Ryan Airport. This response closely
follows and builds on a prior Business Plan submitted to the County
dated March 2011.

OCSA has teamed with Cypress Soaring Inc (CSI) to jointly prepare
this response and to bring together some of the most experienced
Sailplane pilots, instructors and operators in Southern California.
This combined team includes the core of the sailplane enthusiasts who
operated from Hemet-Ryan airport since glider operations began there
in 1970. Several of the members have been involved in soaring in
Southern California since the early 1960s and are well known figures
in the Soaring community.

The OCSA/CSI team is intimately familiar with all aspects of
establishing and managing a successful Sailplane operation. Both OCSA
and CSI are established under the guidelines of the US Tax Category
501c7 as non-profit glider clubs focusing on flight instruction. Since
the founding of both clubs, they have trained hundreds of pilots, many
of whom pursued successful careers in the aviation industry.

Our objective in responding to this RFP is to establish a new and
vibrant soaring community at Hemet-Ryan Airport contributing to the
economic vitality of the greater aviation community within the County
of Riverside. The offer we are putting forward proposes a joint
initiative between the Riverside County Economic Development Agency
and the OCSA team in a shared investment modality.
