Chris,

I was a pleasure meeting you at the AOPA Summit this past year. As
you are
aware I recently acquired Riverside County as an area of authority.
After
reviewing the previous inspection letters, my interpretation of those
letters is
that it was never the intent of the Division to ban glider
operations at Hemit-Ryan. Past inspection letters as well as
testimony
from Safety Officers have indicated that operations were conducted on
surfaces
other than Permitted runways. The Division's interest is simple,
routine
operations must be conducted safely on Permitted runways. Should
management at
Hemit Ryan allow glider operations to resume on the field, the
Division's
position would remain the same "routine operations must be conducted
safely on
Permitted runways".
