Subject: Accreditation Update


As you are aware, the college has appealed ACCJC’s decision with respect to CCSF’s accreditation.  This week the college will submit a very strong and forceful amended appeal that directly addresses the issues identified by the Commission.  The document includes numerous links to evidence supporting the college’s position that the deficiencies identified by the Commission have now been addressed. While Commission rules prohibit the college from revealing the details of the appeal, we can say that we are vigorously seeking reversal of the decision.


The Bylaws of the Commission state:  “The grounds for appeal shall be limited to the following: (1) there were errors or omissions in carrying out prescribed procedures on the part of the evaluation team or the Commission which materially affected the Commission’s action; (2 ) there was demonstrable bias or prejudice on the part of one or more members of the evaluation team or the Commission which materially affected the Commission’s action; (3) the evidence before the Commission prior to and on the date when it made the action which is being appealed was materially in error; or  (4) the action of the Commission was not supported by substantial evidence. The “action” referred to in this Section refers to the Commission’s action at the conclusion of the Commission’s Review process”.  


The Notice of Appeal submitted by the College includes evidence supporting each of the four grounds of appeal, and we believe that a positive finding on any of the four grounds is a basis for reversal. While the college’s position has been, and continues to be in support of accreditation standards, the criteria for appeal in the bylaws support our appeal position and, in some cases, support  objections to Commission actions.


Because of the importance of the appeal, the college has engaged the assistance of outside legal counsel with expertise in accreditation and appellate processes.  Outside counsel, coupled with our own General Counsel, assures that all avenues necessary to support the college’s position have been and will be fully pursued as the appeal process continues.

 

As stated above, the College’s ability to provide detailed information on the appeal is limited by Commission rules.  However, we will endeavor to provide as much information as possible.  Thank you for your continued dedication and hard work as we do everything possible to address the current situation and continue to provide outstanding educational opportunities to the people of San Francisco.
