AccessInit: hash collision -- on any command

Just getting started with my first attempt at a satchmo store.
Followed all of the installation instructions, right up to the
copy_static part. When I run that, I receive the following error
message:

AccessInit: hash collision: 3 for both 1 and 1

I get that same error message with just about every manage.py command.
The logfile, setup per the satchmo skel example, shows nothing
interesting, other than a warning that SSL is not installed.

Does anyone have any idea what this is and how I'd go around fixing
it?

I'm doing local development on a Windows7 machine, and using
virtualenv. I've not had problem with other django installs on this
machine.
