Release 0.14.0 of SARL

Dear all.

I glade to announce the release of the version 0.14.0 of SARL.

Major changes are:

1. Definition of Type Parameters for Events, e.g., "event <T extends Integer>"
2. Transition from Java 17 to Java 21 as minimum requirement
3. New product for MacOS Silicon (ARM architecture)
4. Make easier the scoping of emitted events with new comparison operators
