I tried installing ezRA on another computer.Means setuptools is missing or broken in your Python environment – pkg_respources provided by setuptools rather than Python itself.

Python -m pip install –upgrade setuptools
BUT check your Python version first using the instructions in Ted’s installation PDFs – because if you have multiple versions on your computer then you won’t upgrade the required one unless you do it correctly.
Other thing to make sure that is your path includes relevant folder paths….
…….And that is about as much as I know about Python!!!
