Not a simple circuit mod. More to it than you think. Lots of info on Internet about SSTV, mostly about receiving not sending. A computer and SDR are the most cost effective solutions for receiving or sending. If receiving from long distance a non-trivial antenna is needed. If you’re considering sending then also consider becoming licensed/registered lest you get paid a visit by the FCC.

The ISS on occasion sends SSTV for hams to receive. Try demodulation first to understand all that would be required to modulate the video signal or image. It is slow, more like a series of stills over time than anything comparable to full color, full motion live video.
If you just want to send analog NTSC video one-way over short distances there are readily purchasable products for the send and receive devices, but a Wi-Fi connected camera is currently the easiest and cheapest approach.

To broadcast NTSC on low frequencies (1Mhz), can I take an RCA to RF converter and just modify the oscillator sine input in the circuit to my own?
I suggest moving your SSTV/NTSC topic to a group that might offer more specific assistance…
I see posts for Jan/Feb/Mar of this year so I think they are active, although with only 38 members not all that active, but at least better focused.
