I tried the 

Adobe acrobat - online converter - PDF to Word

which is a free tool.

As a test, I converted a pdf document (that I had created earlier in LibreOffice).

This is how it got converted by adobe Acrobat - (as it appeared LibreOffice when I opened it):

My conclusion:

This conversion may not be very useful for Tamil text.

If any others have a better experience, please share.

I have recently tried the method of google drive OCR pdf to word conversion (with the steps outlined in the other thread) . It worked fine for me.  Though the formatting is lost it usually preserves the text as is.
