Mr. Bhoothalingam was not C. Subramaniam's secretary, but Secretary to the Ministry of Finance, GOI.
CS was the Finance Minister during the time Mr. B was Finance Secretary. Mr. B. belonged to the old ICS cadre,
which was there before it was Indianised and renamed IAS. After retiring from the Ministry of Finance, he was the Chairman or Director ( I don't remember the exact title) of the N(ational) C(ouncil) of A(pplied) E(conomic) R(esearch).or NCAER.
Dr. Paththamadai S. Lokanathan was its first Chairman/Director. Famous Indian economists like Dr. A.K. Dasgupta and Amartya Sen had all served in the NCAER.

மீனா ஸ்வாமிநாதனுக்கும் நவீனத் தமிழ் இலக்கியத்திற்கும் ஒரு சுற்று வளைத்த தொடர்பு உண்டு.
அவருடைய தாயார் திருமதி மதுரம் பூதலிங்கம் எழுதிய 'வாஸவேச்வரம் என்ற புதினம்/நாவல் மிகப் புகழ் பெற்றது. பிரசுரிக்கப் பட்ட போதும், சில சமயம் இன்றும் கூட, வெகுவாகப் பேசப்பட்டது,
விமரிசக்கப் பட்டது.அவர் அதை 'கிருத்திகா' என்ற புனைப் பெயரில் எழுதினர். முதல் பதிப்பு ஜூன் 1966இல்
காலச்சுவடு நூலாக வெளி வந்தது. மீண்டும் காலச்சுவடு பதிப்பாகவே அவர்களுடைய 'நவீனத் தமிழ்
கிளாசிக் நாவல் வரிசை'யில் டிசம்பர் 2007இலும் , நவம்பர் 2011னிலும் வெளியிடப் பட்டது.
மிக அருமையான ஒரு படைப்பு. 'புகை நடுவில்,' 'சத்யமேவ,' 'புதிய கோணங்கி,' போன்ற நாவல்களையும்
குழந்தைகளுக்காகத் தமிழில் 'குட்டிப் பாட்டி கதைகள்,' ஆங்கிலத்தில் 'Children's Ramayana,' 'Pandu's Children,'
என்ற நூல்களையும் எழுதியுள்ளார். 'சிட்டி'யின் நண்பர். அவர்களுக்கிடையேயான வெகு நாட்கள் தொடர்ந்த கடிதங்களும் வெளி வந்துள்ளன என்பதாக ஞாபகம். அது கடித இலக்கியத்தில் (Epistolary Literature)
மிகப் புகழ் பெற்றதும் கூட. அவர் சில நாடகங்கள், பயண நூல்கள் அல்லது கட்டுரைகள், கோவில் கட்டிடக்கலை பற்றிய நூல்கள்/கட்டுரைகள் கூட எழுதியிருக்கிறார் என்று சிலர் சொல்லிக் கேள்விப் பட்டிருக்கிறேன்.
அவருடைய கணவர் புகழ் பெற்ற விவசாயத் துறை விஞ்ஞானி எம். எஸ். ஸ்வாமிநாதன்.

Slight correction. Sri Bhoothalingam was Finance Secretary when Sri CS was Food and Agriculture minister. That was in 1966 or so. Sri CS was Finance Minister after the Congress split in 1969. By then Sri Bhoothalingam had retired though he held a few advisory jobs incl the NCAER one.
In the 1950s, Sri CS was invited by PM Nehru to be the Minister of State for Steel and Mines. At that time, Sri Bhoothalingam was the Secretary in the ministry. That was their connection. Dr Ganesan himself pointed this out to me in a private communication.
Sri CS's contributions to the development of the indigenous steel industry - he was the prime mover behind the Durgapur and Bhilai steel plants - and his contributions to food security in India are seminal. They are also quite unmatched by later Central ministers from Tamilnadu. Just my 2c

Much before CS became Finance Minister of India, he was recruited by PM J. Nehru as a minister of steel (1962). Bhootalingam, ICS worked in Steel industry then.

reputation of being the graveyard of many in cumbents. Lal Bahadur Sastri wanted to put up
C.Subramaniam on that place. But the well wishers of C.Subramaniam advised not to take on an
assignment which might prove as exacting as it might be thankless. C.Subramaniam however,
manfully took up this assignment to draw up a new strategy to increase agricultural output and to
make the country self-sufficient in food grains. The year 1964 to 1967 when he was Minister for
Food and Agriculture were to prove crucial. It was an administrative achievement to avoid large
scale suffering and starvation from two successive years of drought. Undeterred by the severity
of the short-term problems, C. Subramaniam applied himself to the Long-term strategy of the
“Green Revolution”. In fact when the country was still in the throes of drought of 1966, he
confidently gave a pledge in parliament that within five years the country would be self-reliant in
food production. He was to see the fulfillment of this pledge in 1975 as Minister of Planning.7"
