Boulder is a much bigger town (with no ability to be semi-dependent on Silicon Valley, as Santa Cruz has), but they certainly seem to be doing some interesting stuff there. Vancouver, BC is another example worth looking at.

I think the pressure on folks in these cities to be entrepreneurial is pretty high. Their cost of living is similar to ours, but the level of industry is much lower. Folks have to self start or they starve. That's how it looks to me, anyway.
