Hi, It's my first time playing this mod, and when I put my town hall down it doesn't create those fences that tell you how big the building is. All the videos I've watched have that. I'm playing ATM8 1.19.2
This morning I installed a new video card, an EVGA GTX1650 Super, 4GB. The reason I am even here now is because I noticed that a number of icons inside the fences were jumbled around AFTER I had installed the card but before I updated the driver. Why that happened I have no idea but I was starting get very disenchanted with Fences. The fences themselves were not moved, just the icons inside them, and they stayed within the Fence.
Same problem. Background screen colour changes from blue to black. Occurs when I change the view properties of a particular fence window. Happened today when I selected 'rollup' but also when setting transparency to 40%. But this has occurred previously at what appears to be random times. This is a pain but 'fixes' itself after a couple of minutes. Moving the mouse across the screen changes black back to blue. Double click removes all fences and changes both screens back to blue.
I run Windows 10 21H2 (19044_3086) on a Dell Precision Tower 5810 w/dual Xeon E5-1650 and Nvidia GeForce GTX 750 Ti (with the latest drivers). I have uninstalled Fences and re-installed. I am running the latest version of fences.
Opening fences (right click on desktop >> Configure Fences) and playing with the Transparency will often trigger the problem, sometimes not at all. I have it set to permanently opaque (no transparency).
It is super annoying. I like fences - but sheesh - I won't keep putting up with this. It's happened twice just while I was creating this post - some days it doesn't happen at all. It appears to have something to do with other programs that are running at the time.

This problem just will not go away. Desktop icon background will randomly just go black as I pass the mouse over them. If I right click on the screen and select "refresh" then the entire background goes black. If I wait about 3 minutes then I can "refresh" and the background goes normal (I have it set to a blue background). I've been back and forth on this - but Stardock apparently can not get a handle on this issue.

Nothing makes the problem permanently go away.

Ok - it's been about 5 days now. I have not seen the issue after switching to using a BMP file as my background instead of just setting a background color. I realize that posting this might anger the computer gods and now it will start happening again ... but just the same fences has been working without the annoying background-blackout for more than 5 days now.

Living snow fences are trees, shrubs, native grasses and wildflowers located along roads or around communities and farmsteads. These living barriers trap snow as it blows across fields, piling it up before it reaches a road, waterway, farmstead or community. It also includes leaving a few rows of corn along the road side, hay bales and other ways to use vegetation and temporary fencing to control blowing snow.
Drift-free roads are achievable through proper road design and snow fences. A suitably designed roadway will promote snow deposits in ditches rather than on the roadway. Blowing snow that does reach the road will move across without drifting. Snow fences can also help maintain clear roadways by capturing blowing snow upwind of a problem area and storing that snow over the winter.
For living snow fences consisting of woody vegetation, native grasses and wildflowers, the MnDOT district snow fence coordinator will work with you and your local Soil Water Conservation District, USDA Farm Service Agency and USDA Natural Resources Conservation Service.
A building permit is not required for a fence that is three feet or less in height at the front of a property, or six feet or less in height at the side or rear property lines. Neighborhood notification is not required for fences ten feet or less in height. If a fence is ten feet or less in height and it meets the restrictions discussed below, it will usually be approved over the counter.

Provided below is an abbreviated list of codes that are applicable to the design and installation of fences within the City of Wheaton, for specific wording see Chapter 22, Wheaton City Code, Article XII, Fences & Flagpoles for the entire fence code.
Fence in Floodplain or Floodway
The countywide stormwater management ordinance requires a permit for any work within a special management area, except for maintenance of existing improvements that do not affect the ecology of a wetland or riparian environment. These types of permits cannot be an over the counter permit and the following general principles should be followed when permitting fences in special management areas:
Maintenance of fences, or replacement of existing fences in the floodway or floodplain:
Maintenance of existing fences will be allowed when they are replaced with the same size and type of material. A stormwater management permit must be submitted along with a schedule and plan that address the means and methods of construction; such as removal of spoil piles from fence post-placement, access and erosion control and other such means and methods required for the specific environment.
Construction of New Fences in the Floodplain or Floodway
New fences in floodway areas will not be allowed since they are not an acceptable use. New fences in floodplain areas may be allowed if they meet the general criteria of not diverting or changing the flow of stormwater. A stormwater management permit must be submitted along with a schedule and plan that address the means and methods of construction; such as removal of spoil piles from fence post-placement, access and erosion control, and other such means and methods required for the specific environment. All new fences must be open to allow the free flow of stormwater such as split rail, picket, board on board, or other such types. Chain link fencing will generally not be allowed unless it can be demonstrated that it will not impede the flow of water when debris is piled against it. The City of Wheaton is a partial waiver community and permits for new fences must be certified by DuPage County. This certification would require five (5) sets of plans, supporting documentation and a completed Stormwater Management application to be submitted to the City of Wheaton for review.
The City of Bowie has specific rules about fences to maintain the open and spacious feel of neighborhoods. These rules, found in Chapter 26 of the City Code, aim to keep pathways clear, maintain the City's attractiveness, and preserve its overall character.
A fence is any structure, barrier, or partition having the effect of, or erected for, the purpose of enclosing a piece of land, dividing a piece of land, separating two estates, creating an obstacle to pedestrian crossings, and consisting of a section(s) of any fencing materials. Barbed-wired fences are prohibited.
Repairs to the damaged area of the fence do not require a permit; however, the repairs are to be made with the same materials, of the same design, and at the same location. Non-conforming fences may be repaired or the damaged portion be replaced as long as the fence has not changed in character and the repairs are performed with substantially the same materials.
(5) All fences shall be uniform in material and color. In the case of a fence with a finished side and an unfinished side, the finished or more decorative side shall face outward toward the adjoining lot or the street.
(6) All fences shall be maintained in good condition, free of significant rust, peeling paint, or other damage. Repairs made to fences shall be of the same material as the existing fence. All fences hereafter erected shall be constructed of new materials only.
Your fence must be kept in good condition. Poorly kept fences will not be allowed. Any fence which becomes dangerous to public safety, health or welfare will be considered a public nuisance and the City may start proper proceedings for an abatement.
Fences in the City are regulated by the Zoning Ordinance in the City's Land Management Code. Generally speaking, fences for properties in residential zoning districts can be up to 6 feet in height and may run along the rear property line and side property lines up to the front corners of the primary structure. Front yard fences are limited to 4 feet in height and of open construction. Certain fencing materials are prohibited in front yards and additional restrictions apply to corner and "through" lots. Fences in commercial and industrial zoning districts can be up to 8 feet and 10 feet, respectively, and may require landscaping.
Anyone wishing to erect a new fence or replace an existing fence must apply for a Fence Permit in the Planning Office, One East Franklin Street, Room 300 (applications for fences can also be found on the Application Forms page). Fence Permits are reviewed to ensure compliance with the Zoning Ordinance and that the proposed fence does not interfere with underground or overhead utilities. Fence permits are typically approved within 5 to 7 business days. Fences for properties inside Historic Districts are also subject to Historic District Commission (HDC) approval and may take additional time to review.
