anyway i found it , it wasn't located in the "usual" directory i.e. that is defined in "User config". It was rather in a unsual directory "/var/lib/flatpak/app/org.inkscape.Inkscape/x86_64/stable/8b2330c5e85a60006a53eb8edd7b0b7f494ab63fa49cbfd0ff0749c23c284e66/files/share/inkscape/templates/default.svg" which is guess is how flatpak installs them?!
I had a lot of custom templates saved and later deleted some from %appdata%\inkscape\templates to clean up. Unfortunately they still appear in the list of templates when I use File > New from template
Stock templates that ship with Inkscape
Start Inkscape, go to Preferences -> System. The path to the \share folder is listed there.
The \share\inkscape\templates folder is documented (README file).
I've been using Inkscape for a few years and I've created several templates. Since updating to 1.0, I can't find the templates I created as I was going to edit one. I searched in 'Inkscape > share > inkscape > templates', but I didn't see them.
So if you want to have default documents with e.g. a different page size, all you need is to create a new document, change page size and save this document as default.svg inside templates folder of your local Inkscape folder. Here is a step by step guide:
The existing templates system is probably not very discoverable, especially when you are accustomed to e.g. Adobe Illustrator where you define page size when you create a new document. And surely we could do with a better way to browse templates.
For the life of me I could not find the folder even with the above info, I had to contact support. Turns out that if you installed from the windows store it is: C:\Users\xxxxx\AppData\Local\Packages\25415Inkscape.Inkscape_9waqn51p1ttv2\LocalCache\Roaming\inkscape\templates
Load it in to Fritzing and test it. Now copy the example.breadboard.svg file from the parts kit in to svg.breadboard.3pin_ra_header_2_breadboard.svg with the intent of making an identical part using the templates from the kit. Edit the svg in Inkscape which indicates the scale is wrong (25.4 instead of 10.41667):
When I choose File -> New from template it opens the tabbed template window, which looks great. However, my templates are in the Custom tab, and I would like that to be the default tab that opens. Is there a way to set this?

My humble apologies, I was not trying to be cheeky. My only intention was to seek further information regarding inkscape, which I have recommended to hundreds of people since I first discovered it. So that's what I did, I responded directly from my gmail account as if using email, completely unaware of the impact of my signature text that is automatically appended to the end of all emails and that I totally forgot was even there! Since I have had gmail, I have only sent 31 emails in total, some of them were conversations and I've had and I joined in October 2005 so I am not a spammer!
Creating the /.inkscape/templates/default.svg did not work. Changing the /usr/share/inkscape/templates/default.svg did work. Inkscape 0.47 on Ubuntu Lucid 64bit. This is troubling because an update will possibly break the edited default.svg since it is in the program's directory instead of the user's.
At some point Inkscape changed its user-config file locations to match the freedesktop.org standards. Hence, to change the per-user default document, the file you now need to create is: /.config/inkscape/templates/default.svg
Is there an ongoing effort, at a per-user and per-workstation basis, to make setup of templates (and defaults (implementation this way seems great but conceptually a default is different than a template)), possible through the GUI without knowledge of implementation?

I know this forum isn't geared towards windows but as it was the top google result for my search (inkscape mm default) I thought it would be nice if the windows 7 path was here:

Not needed on any platform - Inkscape does support loading user templates from the Inkscape user profile (where the Inkscape preferences are stored), which can be accessed without root or sysadmin priviledges.
For Linux and Mac users, the user template directory can be accessed from within Inkscape in the 'Save as' or 'Save a copy as' dialogs: the default GtkFileChooser dialogs lists it as 'templates' under 'Places' on the left side.

Templates must be categorized. That's why we must add a new attribute named category into every templates svg files. This attribute will allow the NFT dialog to only display categories with at least one template.

So I did some more research and out of curiosity I dig in .config/inkscape folder and found a pages.csv with all documents dimensions. Adding a few media sizes for social networks posts, save, reload inkscape and it work nicely.

The default inkscape page seems to default to px. If you go into the Inkscape templates folder and find the file called "default.svg" you can change the units and save the template and then it will default to whatever you set it for.
To install, move the downloaded palette files to /.config/inkscape/palettesTo access the newly installed palettes, in Inkscape, find the palette bar at the bottom of the screen and click triangle at the right end and select your desired palette.
When Inkscape starts it checks to see if there's a file called default.svg in /.config/inkscape/templates/ and if there is this is what is loaded -- the default template if you will. Whatever Document Properties are set in that default file will be what a new Inkscape session starts with. This only applies to the Document Properties and not the options set in Preferences.
There are two places where options are set. There's the document properties, which are the properties that are saved with that document -- when saved as an Inkscape SVG. Then there's preferences, which are saved in Inkscape itself, maybe in /.config/inkscape/preferences.xml, but I'm still kind of unclear on how to set these defaults.
Press control + shift + D, set units, say pixels, then the canvas size, setup a default grid and whatever else, set scale to 1. Press control + shift + S to Save As. Now, here's where the magic happens. The name field, where it just says drawing.svg, type in the path to Inkscape's templates there. This is the correct path on my Mac and is probably the same on Linux but I'm not sure about Windows.

If you've already saved the file as, say, a Plain SVG -- I did that -- that's ok, just do control + shift + S again and select Inkscape SVG, and enter the path and file name same as before.
Alternatively, you can just type /.config into the name field and hit enter or click save to bring up the config directory. Then double click inkscape, double click templates, type default.svg for the name, make sure file type is set to Inkscape SVG. If the file already exists, a confirmation will pop up with something along the lines of this file already exists are you sure you want to replace it. Be careful overwriting files.
