Every once in a while we need to remind cyclists that riding on Camp Pendleton requires them to ride single-file. We understand that they are conditioned to ride differently but the roads on the base are not wide enough to accommodate procedures used off the base. All riders are provided a statement of understanding (attached) when granted access and paragraph 5 stipulates they must ride in a single-file. The installation primary mission is to support training and operations of Marine units, all other activities come after. Riders need to understand that our roads are not built nor will be funded, due to much higher priorities, to fully make their use compatible with alternative transportation and we need their cooperation in order to continue to allow their access. Their cooperation is greatly appreciated.

Subject: Recreational Bicyclists Reminder
Gentlemen,
Requesting a friendly reminder be sent to our bicyclist liaisons and groups. The picture below is from this morning. The road traffic was busy and the Fire Dept truck (was ahead of me) and put on his flashing hazards on top of his vehicle because of the amount of vehicle traffic in both directions. Area was IVO 31/41 area heading towards Las Pulgas.
I understand the riding TTPs, but this is a huge safety hazard on this stretch of road. Just asking to remind them to ride single file. The SOU they sign is attached also for a reminder. Thanks.

(a) Notwithstanding the prima facie speed limits, any vehicle proceeding upon a highway at a speed less than the normal speed of traffic moving in the same direction at such time shall be driven in the right-hand lane for traffic or as close as practicable to the right-hand edge or curb, except when overtaking and passing another vehicle proceeding in the same direction or when preparing for a left turn at an intersection or into a private road or driveway.
(b) If a vehicle is being driven at a speed less than the normal speed of traffic moving in the same direction at such time, and is not being driven in the right-hand lane for traffic or as close as practicable to the right-hand edge or curb, it shall constitute prima facie evidence that the driver is operating the vehicle in violation of subdivision (a) of this section.
(c) The Department of Transportation, with respect to state highways, and local authorities, with respect to highways under their jurisdiction, may place and maintain upon highways official signs directing slow-moving traffic to use the right-hand traffic lane except when overtaking and passing another vehicle or preparing for a left turn.
