Primarily there is a complete lack of a solid curriculum that moves the child ahead. After a level 1 class for the 20th time from someone who is not perfect in level 1 yet, the kids loose interest and respect.
So if there is some co-ordinated effort in creating a curriculum, for properly thought out 'levels'/age groups/grade etc, other things will happen.

All right - that doesn't seem so hard..

One can copy syllabii from SAFL and the likes of St James school. Then one can introduce juicy kAvya-s which provide moral education (leaving advanced vyAkaraNa for later instruction for kids who have read kAvya-s 2+ years).

For science / math like subjects there are already many (non-Indian) homeschoolers who can be emulated..

Note:
* Always reading Sanskrit from a linguistic point of view is not as rewarding as reading _other_ topics in Sanskrit medium.

* By kAvya-s, I mean simple stuff to start with - like rAmAyaNa, mahAbhArata.

Guidance as often parents are interested but not sanskrit experts themselves.

Once the syllabus question is resolved, I suppose that this shouldn't be hard - one can always find experts and online resources (perhaps even locally).
