I have recently published my research of Maheshwar Sutra as how it makes a single unit.
Also the last sound of हल् has a key role to play in this.

abstract
The Maheshwara Sutras, foundational to the Ashtadhyayi of Panini, represent a remarkably interconnected system of phonetic and symbolic structures. These sutras provide the foundational framework for organizing and analyzing the sounds of Sanskrit. By categorizing phonemes into systematically arranged clusters, the sutras enable a comprehensive understanding of linguistic rules and their application. This structure not only facilitates grammatical precision but also underscores the inherent order and interconnectedness within the Sanskrit language. These sutras are a concise set of phonemes that serve as the linguistic foundation for Sanskrit grammar. This paper delves into the intricate framework of the Maheshwara Sutras and their representation of universal knowledge. Special emphasis is placed on their halant markers (termination symbols) and the interconnectedness of sounds, demonstrating how they reflect the cosmos’ fundamental unity. By integrating traditional interpretations and contemporary research, this study highlights the profound philosophical and linguistic insights embedded in the sutras.
