Why apavAda is always kept at end after utsarga ?

Generally, why apavAda is always kept at end after utsarga?

In prakriyA it is the apavAdam that is first evaluated
 
will it not be easy if it is the other way, keep apaVAda first later keep the general sutras and apply them sequentially...?

eg असि+इन्द्र: = असीन्द्र: 6.1.101 अकः सवर्णे दीर्घः 
This is an apavAda for 6.1.77 इको यणचि
अस्यीन्द्र:  is wrong though it can be applied as 6.1.101 prevents that in the form of apavAda. 
Additonal bonus no need to have अचि as anuvrutti in 6.1.101 if this is put before  इको यणचि
6.1.101 अकः सवर्णे दीर्घः is apavAda for आद्गुणः ६.१.८७ also.
Similarly वृद्धिरेचि is apavAdam for आद्गुणः so on and so forth...

because the utsarga is more generally useful/ better remembered/ more worthy of memory?

It is better to remember apavAda than an utsarga because:
a) It is easy since number of sutras are few when compared to utsarga
b) In prakriyA it is apavAda that is first applied, if you forget one or two utsarga not much problem, but if you forget one apavAda also, then you may end up in wrong derivation
c) You can reduce the number of sutrAs or aksharas in a sUtra

My wild guess would be pAnini AchAryA would have adopted from the prevailing system  before, without disturbing the syntax/structure.
Please correct me where I am wrong..

When you teach, you always start with the general rules, and then introduce the exceptions.
You will never start with teaching exceptions first.

This too is false - irrespective of order, apavAda-s remain apavAdas, and utsarga-s utsargas.
