क्षिप्रमक्रियमाणस्य कर्तव्यस्य कर्मणः =  of the duty (bound action) that is not quickly executed

तद्रसम् = that 'juice', the efficacy

कालः = time

पिबति  = drinks, (eats up, takes away) .

Time eats up / takes away the efficacy of the receiving, giving or duty bound action that is not quickly executed.
