Grammar in yadakshara pada bhrashtam

Yesterday in Brahmasri.Sunder Kumar's discourse, he told that in the yadakshara pada bhrashtam sloka... 

visarga bindu mAtrANi pada pAdAksharANi cha  is wrong. It is to be recited as visarga bindu mAtrAsca pada pAdAksharANi cha so as to honour the samasa that follows.

I am unable to follow what he said?

I also recall BrSri.Sunderkumar mentioning so in a pravacanam in our place in Mumbai.

He also said that 'mAtrA' is feminine and hence what  is to be recited is  mAtrAsca
