You can try Indic key board which can be enable keyboards for different Indian languages and could be used by input language options easily. It can be enabled by input methods compact, inscript, and by google transliteration also which is convenient.
In all languages you have both ङ ञ letters.
You can use Google Keyboard also. But there is no option for Sanskrit apart from हिन्दी but there is no ङ in the keyboard display, but you can get it by pressing न only which gives the option for ङ also with which one can manage Sanskrit typing like गङ्गा, पञ्च etc.

Seems like bhagavaan heard your prayers. The new Google Indic keyboard has the desired functionality. i am going strictly by the description given (copied below) in the playstore and haven't tried it yet:
Google Indic Keyboard supports different modes of input:
- Transliteration mode - Get output in your native language by spelling out the pronunciation using English letters (For example, “namaste“ -> “नमस्ते“.)
- Native keyboard mode - Type directly in native script.
- Handwriting mode (currently available for Hindi only) - Write directly on your phone screen.
- Hinglish mode - If you choose “Hindi” as an input language, the English keyboard will suggest both English and Hinglish terms.
