Taxes during SriRam's absence

There is  a story about taxes in  Ramayan: "During Bharata's 14 year rule,  citizens paid no tax and hence treasury was empty when  SriRam returned  as King. So He asked people to donate gold weight of a pumpkin  from each, with Hanuman overseeing."   Kindly let us know if  there any reference/truth in this story?

 bali shad bhaagam uddhritya nripasya arkshth prajaah |

adharmh yo asya so asya astu yasya aaryo anumte gath || 2-75-25

25. adharmaH = guilt; nR^ipasyaof a king; yaH = which; uddhR^itya = who taking; balishhaDbhaagam = the sixth part of the revenue; prajaaH = of his people; arakshhataH = fails to protect(them); asya = theirs; saH = that; astu = be; asya = with whose; anumate = counsel; aaryaH = my elder brother; gataH = went to exile.

"May the guilt of a king, who taking the sixth part of the revenue of his people fails to protect them, be fallen on them with whose counsel my elder brother went to exile."

As per Valmiki, Bharata did not do a bad job at all during his 14-year rule. Bharata himself tells Rama,
"अवेक्षतां भवान् कोशं कोष्ठागारं गृहं बलम् ।

भवतस्तेजसा सर्वं कृतं दशगुणं मया ॥६-१२७-५७ ॥

​The treasury became 10 times bigger ! and that works out to CAGR of about 17.9%. No mean achievement that !
