Respected Scholars,

There is a tool "ibus" in Ubuntu to type sanskrit using harvard-kyoto scheme. Is there any such tool or software for this purpose in windows. It would be of great use to me.

   There is an abundance of such tools.
 
'Simply search for them yourself e.g. for "harvard kyoto transliteration scheme".
 
As for recommendations; these are always a matter of personal preference, try the most popular ones first.

For Windows: Instructions on how to configure Google IME to honor Harvard-Kyoto among other IME schemes is documented here: http://daivajnanam.blogspot.com/p/typing-sanskrit.html

For Mac: Download and install LipikaIME. It has built-in support for Harvard-Kyoto.

The important thing to note is that the above solution will let you type Devanagari directly into any Unicode aware software (including your browser) and you don't have to be online to do so. Additionally since you use the same scheme for both platforms, you can switch between Windows and Mac and still retain the same key strokes. In both the above solutions, you can also edit the IME scheme and fine tune it to your personal preferences.

If you are so inclined, you may also use any of the other popular devanagari IME schemes: Baraha, ITRANS, Harvard-Kyoto or mix and match to produce your own like Barahavat.

Sorry for not being clear in the question, but I need a tool that can be used offline.

Better search archive of forum and internet before asking.
There are many tools to directly write Sanskrit(IME).
If you wish to continue indirect typing then use I-trans to write in I-trans scheme and convert to devanAgarI.
Anyhow, you must have searched well before asking.

I tried medha3 but preferred Harvard Kyoto for some reason.
