Facing issue while using calling pillar file in state file

Hi Team,

We have upgraded master version from 2019.2 to 3002.8. We had created pillars for suoder and ssh config and called the same in top.sls state file which was working fine until upgration.

After upgrade, state file is not able to find pillar file and we are getting below error. Any help would be appriciated.

Specified SLS 'data' in environment 'base' is not available on the salt master
