Run salt-minion on salt master host?

(Please excuse the possible FAQ, a search turned up nothing conclusive)

I want to apply salt states locally on the salt master host.

Do I need to install and use salt-minion on the master host, or can master apply operations directly when local?

You can install the salt minion and manage it just like the rest of your servers. I do this all the time

Yes, your best bet is to just install a minion locally -- it very easily coexists with the master.  I don't think the state.sls runner is exactly what you're looking for.
