v3003: Ubuntu 20.04 :: network.managed using ifup which doesn't exit

Hi all,

As the title says. I've installed the "Suggested" package ifupdown to provide the ifup and ifdown commands that doesn't exist on Ubuntu 20.04.

Salt knows the OS it is running on so I would expect it would know which commands are available to mange an interface.

Does v3005 solve this?
