salt master logging to multiple destinations

We are using salt and have an existing configuration which contains two log_file entries in /etc/salt/master:

log_file: udp://xyz.td.rutgers.edu:514

log_file: /var/log/salt/master

This appeared to work fine with salt 2017.7.5 (Nitrogen) but generates an error after we upgraded to salt 2018.3.0 (Oxygen)

Which is the intended behavior? Was the ability to log to multiple destinations intentionally removed?
