client_acl users no longer able to write to salt master logfile

Hi,

This morning I upgraded my master and minions from salt 0.16.4 to 0.17.0 using the new Ubuntu Precise packages.  After upgrading I am no longer able to run salt commands as non-root, even when the user is allowed via client_acl.  Instead, I now receive the error message:

   "Failed to open log file, do you have permission to write to /var/log/salt/master"

Is this intended behavior for 0.17?

I think s0undt3ch did some work on the logging system to make it pluggable.  It's possible he caused a regression that would cause the behavior you're seeing.  In any case, we definitely want salt to be runnable as non-root, so please open a bug on Github.
