3005 Major Release of Salt - Phosphorus

We are pleased to announce the next major release of Salt!

Please note: The version of Salt in /latest/ on the Salt packaging repo is updated.
If you wish to pin to a specific release rather than updating to the latest version, please follow the instructions on https://docs.saltproject.io/salt/install-guide/en/latest/ for each distribution.

The 3005 release includes the new onedir packages. The 3005 release will include both the new onedir packages and the classic packages provided previously. In the 3006 release, we will only provide the new onedir packages. There is a new install guide https://docs.saltproject.io/salt/install-guide/en/latest/ for Salt. This new install guide includes the 3005 install instructions. The instructions from https://repo.saltproject.io/ will be removed in the future in favor of the new install guide.
