I see that Tames was able to get this to work in windows, I am not a windows engineer…I can do this in a linux world but what was actually done to get this working for Windows?

Since salt ships with a frozen Python on windows, you have to install dateutil using the system python, and then copy the egg file or python files from that system python install location to the install location of Salt's python. It's not a very pretty workaround. I think I heard tell that someone was working on making pip installs work with the salt-minion more gracefully on windows, but I don't know the details.

Yes, pip installs on Windows are very close!
