Highstate reports SUCCESS even if some states are failed

Sometimes I get such report by state.highstate:

Summary for prod-master
--------------
Succeeded: 334 (changed=272)
Failed: 3
--------------
Total states run: 337
Finished: SUCCESS

Notice - there are some failed states, but the general status is SUCCESS. Is that by design?
