[ERROR ] The 'server' saltenv has no top file

I upgraded to v3001 and am cleaning up settings on my master to remove run-time warnings.  For a long time I had been getting a warning about the 'top_file_merging_strategy' being set to 'merge' (even though I only have one top file).  So to remove the warning, I set 'top_file_merging_strategy: same' as suggested but now I see this error:

[ERROR   ] The 'server' saltenv has no top file, and no matches were found in the top file for the default_top saltenv (base)

I can't find, nor have I ever defined (that I know of) an environment called 'server'.  I can't find it defined in any top files.  I only use the 'base' environment.

Any ideas on how to find where this error is coming from?

Hi,

do you use GitFS? Salt can create environments for branches in the Git repo.
