How to build a package like salt-ssh

Hi

In my understanding, salt-ssh builds a package of necessary code, uploads it and then calls state.pkg.

I would like to pre-build configuration Salt configuration packages the same way, and use them with state.pkg.

How can I produce such packages using salt-ssh?
