Ashley, Since this debate is about public issues, let us keep it in the public domain. 

I can see there is a debate going on about a  "mobile tower in a residential area". But if you feel that anyone is indulging in slander, you may please point that out.

I wish to second Rico on this. I believe that this debate is for the good of the village and the well being of all its citizens. It is for precisely situations like these that Rico and the founding fathers of this network set it up.
That being said, I like to add my nutshell to the whole mess.

Bottom line:

Before the mobile tower was conceived, the Saligao public was not informed and so serious debate never actually happened. So Ashley, you and your gang are forcing something extremely hazardous on an unsuspecting public, just because you planned it and it is at the point of no return. 

Whether the permissions were given or not is a mute point. Your neighbors and the residents of Saligao do not want to live with your eyesore or with the health hazard that you have brought into their midst. Today, scientists have not even begun to understand the effects of exposure to Micro wave. So why should the people of Saligao have to live with it?

We all understand that the tower is in your property, but then you got to keep the reach of the microwaves from your tower on your property as well. It cannot spill on to the road, or the Mathias's home or the rest of your close neighbors. Ashley If you want to be fried by Micro wave, go for it !! Just don't fry the people of Saligao as well.

But what you really need to do to prove that you are the honorable one, is stop work and find a place in the lower part of Saligao far from homes to have your iomprovement to Saligao. Right now I do not think it is Mario's credibility that is shot, its yours. The people of Saligao are gathering for justice and for what is right for them and you want to force your view point on all of them. That certainly does not create harmony within your community. 

So contain the damage. Stop the work, and this will definitely improve your relations with the rest of your community.

From my personal point of view, no body should question the integrity of the Delayneys' for their long track record and contributions to Saligao. However people can be mislead, by unscrupulous operators. Now its is up to the Delayneys' for damage control. Stop the construction and see your esteem rise in your community or stay on the present course and incur the wrath of the community you seem to want to shun.

The way this debate is going on, it seems that there no alternate site where the mobile tower can be installed except in Ashleys front yard.
Ashley may be correct in saying that the tower will benefit the village, and this should also be true if it is at some other suitable alternate site.
This should make Cyril happy and Ashley's neighbours happy, and the debate can come to a happy conclusion.

There will always be two sides to the story on the harzards of the mobile towers, the ones who support it and the ones who who are concerned  about their your ones or don't want to take the risk of the radiation emitted.
At this stage we cannot predict what the results will be ten or twenty years ahead.
Forty years ago a similar debate was going on on cigarette smoking. It became the fad in the 60s and 70s for all the Hollywood (and Bollywood) stars to be puffing away, and the young fans imitating them. Business for cigarette companies flourished. The Malborough man (the ad guy with the cowboy outfit and the horse) became a hit. Some years later this same Malborough Man died of lung cancer, so also a number of cigarette smoking movie stars followed suite.
Cigarette companies tried to be one up by introducing safer filtered cigaretts, low tar cigaretts, etc., saying that health risk is dramatically reduced or eliminated. But did this help? 
Today, in India, cigarette smoking scenes are banned in Bollywood movies.
We have also come to know that passive smokers (innocent family members and working colleagues of smokers) are at high risk be it filtered or low tar cigaretts.
 
Back to the debate on mobile towers. It may be still early to know of the real effects will be and this debate will go on for more years till nothing is proven or everything is proven.

Sorry about the previous 'empty' post...but since we never lose hope - even after the entire RCC foundation for the tower is successfully completed - here are the 3 alternate sites proposed:

1.  Proposed way back on 12 Feb...

We had heard of his offer, so we went and met Austin Fernandes, owner of Saligao Super Market.

His plot is located, north of the village, out in the fields between the residential  area of Saligao and Monte de Guirim, where Austin had a poultry farm, some time ago.  Survey numbers are 261/10, 11, 12, 13 and are even shown as 'Settlement' in the latest RP21!"  He has TCP clearance and conversion done.

Status: willing to negotiate immediately.

2.  Plot owned by Austin DaGama.  Far away from residential areas. We forgot to ask the location. It was bought by him, to rent out to BSNL, when they were looking to install a tower in the village.  The BSNL technical team visited the plot and liked it very much as a tower there could service 5 villages, reports Austin, but the deal fell through, because the terms and conditions were not satisfactory to him.

3.  Plot owned by Patrick Silveira of Salmona.  Hill side plot, somewhere in the direction of Sangolda.

4.  The evergreen, ever buzzing, Saligao grapevine had it at one time, that the Panchayat was also searching for a site in the fields, around the Saligao-Guirim border.  There even was a proposal to build a road to connect to the main Saligao-Para road.  This is also an option that can still be explored.

Nice clear cut solution Chris. My observation is only this: I have been  usually reading constructive conversation on this site over the years. Some arguments here and there. Understandable. Now it looks like everyone is at each others throats. Time to cool off and look forward to some constructive solutions. Let peace prevail otherwise you all won't be getting anywhere!!

 I share your sentiments Merwyn. Typical goaekar way! We cannot get to the middle ground so lets start by throwing rocks and destroying each other. As if this solves anything !! Instead the real debate which should take place, this one is full of personal innuendos and mud slinging. I am horribly disappointed.

I'm  following the back-and-forth comments regarding the cell phone tower in Saligao, with interest.
To put it in perspective, the exchange of e.mails is quite civilized and, despite some strong emotional outbursts, rather polite and well-mannered. If this is the typical "goenkar way" we Goans can be justly proud when compared with the vitriol that is commonplace in say the US Republican debates, Fox news tirades, Question Period in Canada's Parliament etc.

The cell phone tower arguments are healthy with some solutions being offered. Both sides have compelling points of view but I have not seen any evidence of underhand shenanigans or personal threats.

From a distance where only the forest is visible, not the trees, it would appear that India as a whole must somehow come to grips with the fallout over cell phone radiation. India's network of land lines is woefully inadequate for such a vast country where the number of people wanting phone and WIFI access likely exceeds the total population of the US.

I too have been following the emails on Saligaonet.  In fact I switch on my computer just to read the updates on the Mobile tower, or the Tower of Babel, as I like to call it – after all it is related to talk. J

 

In this email I wish to thank M&M for the stance they have taken in this regard.  The way they answer the emails point by point, painstakingly, with no malice, is noteworthy.  Time and again over the years they have always raised their voice for issues related to the common good, even if they were isolated, and sometimes even attacked over their stand.  Their history does speak well of them. 

 

I know this must be difficult for them because it concerns one with whom they were close as a family and even shared common causes.  The work they are doing, in bringing to light the mysteries of the mobile tower and being the eyes, ears and voice of the community is great.

 

My own feeling regarding this tower is with the people.  Initially I too felt the same way – the shock, the anger, the surprise as to how the tower group could be so blind and so deaf.  Enough said about my feelings.  I sincerely hope that Ashley, Cyril and Venas who wish to benefit the village of Saligao will consider the community’s wishes, stop all further construction and please do consider the alternative sites as proposed in M&M’s email dated 2nd March.  After all, if your objective is to want to do good for Saligao, it shouldn’t matter if the tower is shifted, should it?  The shifting of the tower would result in harmony within the community and still serve the purpose of a better communication system.  Do think about it – please.
