Basically, for several reasons, in vista/windows 7 64-bit OS'es when a 32 bit application try to access to C:\Windows\System32\ it is automatically redirected to the folder called C:\Windows\SysWOW64\. Hence, you cannot start snippingtool.exe because it is not present in that folder.
Found it in Windows 10, Shift+Win+S. Honestly never really looked for it as I mostly use my EN Screen Capture hot key, with and without Ctrl+. Good thing about this learning is Shift+Win+S can be used to screen cap some of the EN menus which block EN hot key usage. Another tool in the pack.
@Dave-in-Decatur I am using Windows 10 Home and the I'm using evernote basic out of my web browser. The problem started just after Evernote made their latest update I believe. Have tried closing out of the web browser many times and even restarting my computer. I downloaded the app/program for Windows and I don't have a problem pasting from the snipping tool there, but the app lack capabilities such as expanding the note across the entire screen so that it can be used on half of the screen effectively, etc.
The reason: I cannot find a way to easily snip and paste into Evernote from other applications....like Teams, or PDFs, or powerpoint. I use this all the time.....Evernote now seems focused on snipping from the Browser. There is a guide online that says "use the Evernote to cut and paste screen shots" but it doesn't seem to work....the cursor is supposed to change shape or something.....
The thing is that sometimes we need to capture the thing that "pops up" when the mouse is over it, so in that case, Snippling tool won't seem to work (because the mouse pointer is activating the Snipping tool instead of pointing at the thing to get the "pop up" item). In this case, the key PrtScn on the keyboard can capture the screen to the clipboard, except it won't capture the mouse pointer, which is sometimes wanted...
At my job, I'm stuck with the snipping tool -- not allowed to install anything else. I came up with a work-around using a special PPT file and the MS Office Picture Manager that allows me to insert mouse pointer, cursor and annotations (a la SnagIt). Even, if you want to take a snap of your pop-up. There one functionality in snipping tool (it's not related with delay thing). Here you can open snipping tool first (win+R, then write 'snippingtool' press Enter, then cancel/ be out from it) after that you can make/process ahead for your pop-up. Once appear that pop-up immediately press 'Ctrl+PrtSc' keys. It should open snipping criteria for selecting the area.
Thank you. Once I am force to move into the crapware called Windows 11, I will know that can go back to the normal tool. The Windows 10 Snip and Sketch crashes often and I am assuming it will be the same in Windows 11 crapware. MS does not focus on fixing things. They focus on breaking things.
after upgrading from version 52 to 64 on WIN, there is a bug when using snipping tool. On older version the image would be a perfect crop of the snip from snipping tool but on newer version there is a black border particularly at the bottom and any changes made outside the frame (snip) show up as well (such as marker markings). This is noticeable in dark mode since the snip is white.
Tested some more ... If Adobe Snap Shot tool is used to make a Snap Shot inside a pdf inside Adobe Reader, the Snap Shot is pasted in Inkscape. Same with Screen Snap Shot made by the Keybord Key PrtSc (PrintScreen, Druck) Copy Paste from Gimp to Inkscape works too. ?
