SD Card rescan not working

It seems since I upgraded to 4.3 my playlists on my HTC One are no longer clearing.  When I look at PlayQ's where the files have been deleted, it is still listed as a 0k file and it says Referesh to scan media, I assume that this is the same as doing a SD Card rescan but it is not working.  Anyone else having the same issue or know a fix for this?
