I am having a simular problem.  maybe they are related.

When I update a play list with an external sync, the songs in the playlist that were removed, stay in the play list and the songs that were in the old play list are duplicated.  I have to manually delete all play lists between sync's.  This also started with the 4.3 update, but I am on a SG3

It seems since I upgraded to 4.3 my playlists on my HTC One are no longer
clearing. When I look at PlayQ's where the files have been deleted, it is
still listed as a 0k file and it says Referesh to scan media, I assume that
this is the same as doing a SD Card rescan but it is not working. Anyone
else having the same issue or know a fix for this?
