Your timeslot seems perfect. Please will you and Moses come with your own ideas. This has now GOT to move. Let you, I and Moses put the full hour to good use to at least develop the contractual basis on which NRW-IAM projects can proceed under a Consultant Project Leader, utilizing own and external resources, with or even without WRC Funding. I am confirming that I am actively seeking to reduce central programming responsibilities – at least for the potential WRC funding. I confirm that a final decision re WRC funds is expected not later than the first week in December.
I expect to be leaving to return to Pretoria by car after this. Chris - How are you travelling? Is that another opportunity?
Please all note that I am rolling ahead with my own structural arrangements, and sourcing as well as allocation of funding for NRW-IAM Programming. IMESA 2013 re-confirmed all the blockages there is to any kind of coherent management interventions. The few who are actually helping my efforts must be thanked. Yes – I see no option but to put funding ‘in the hands’ (oversight) of others but ‘we’ had better have our own needs well defined and protected. Implementation arrangements and conditionalities WILL become crucial….. Those MUST be based on acceptable project arrangements…. So I have to count on project implementation mechanisms being in place and hence the importance of this discussion in Nelspruit plus being taken to something of value. I have also uncovered some other models that seem to offer alternatives and other partners.
The Zim and EC ‘Demonstration Management Zones’ have now developed very nicely (notably even independent of WRC). I am in the process of pulling together “some headship” for national oversight, guidance and especially strategic alignment involving UPta, CSIR, DWA and hopefully soon SALGA. A “Steering Committee” should and or could emerge from that. I have also established that NRW is ONLY being pursued at Metro level but will be in contact ASAP with the Cities network to see if their IAM Approach is open to “NRW innovation”. That way we might yet get a Local Govt Leadership Group. It was confirmed only yesterday that there is latent potential for NRW (or rather WDM intervention) around the NC Mining municipalities.
If any of you want to stay abreast of these developments, you will need to keep monitoring this google group; SAIMIC_Not-so-Public-Refs. More is steadily going in there.
